How to Search Harford County Court Records

The main tool is the Maryland Judiciary Case Search. It gives free public access to case records that began in the District Court and the Circuit Courts. The data spans criminal, civil, and traffic cases, plus appellate matters. How far back the data goes depends on when each court moved to a computer system. On March 14, 2026, the Judiciary launched the combined Case Search & Record Portal, which keeps the same public access while adding extra tools for attorneys and case parties.

Before you start, gather what you know. A full name helps. A case number helps more. Decide whether the case was a Circuit Court matter or a District Court matter, since that narrows the search fast.

  1. Open the Maryland Judiciary Case Search portal.
  2. Choose Person or Company search, or switch to case-number mode.
  3. Enter a last name; add a trailing % for a partial name.
  4. Set the court to Harford County and pick a case type if known.
  5. Add a filing-date range to keep results under the 500-record cap.
  6. Open a result to read the parties, charge, and disposition.

Case Search should not be used as a background check. The Judiciary points background checks to the state criminal history process run through CJIS and DPSCS. For a true copy of a document, you still go to the clerk.

Two other sources help with current cases. The District Court Harford page posts a weekly docket that refreshes each evening and lists cases set for the coming week. Attorneys and authorized parties can also reach fuller case and document access through the Judiciary's MDEC and JPortal systems, which sit behind the public Case Search summary.

Types of Harford County Court Records

Court records split by court level and case type. The Circuit Court handles serious crimes, large civil claims, divorce, and appeals from the District Court. The District Court takes traffic, landlord-tenant, replevin, misdemeanors, and civil claims of $30,000 or less. Each case produces filings, hearing notices, orders, and a final outcome.

Beyond the trial courts, the clerk keeps land records and the Register of Wills keeps estate files. These are the record groups people look for most.

  • Criminal records - charges, pleas, verdicts, sentencing, and probation terms.
  • Civil records - complaints, motions, judgments, liens, and garnishments.
  • Family records - divorce, custody, support, and domestic violence filings.
  • Land and notice records - deeds, mortgages, and property liens from 1773 to today.
  • Probate records - estates, wills, inventories, and claims.

The two trial courts split most case work, and knowing which one heard a case saves time. The quick comparison below shows how they differ.

What Harford County Court Records Show

The online view is a case summary, not the full file. It tells you who, what, and how the case ended, but the documents themselves live in the clerk's file. Case Search lists party names, city and state, case number, charge, and disposition. For criminal and traffic matters, it may show a date of birth and a trial date. The fields below appear in a typical Harford summary record.

FieldWhat It Shows
Case NumberThe court's unique ID; use it for copies and courthouse lookups.
Court / LocationCircuit Court for Harford County or District Court in Harford County.
Filing DateWhen the first document was filed.
PartiesNames and roles, such as plaintiff, defendant, or State.
Charge / CauseThe charge in a criminal or traffic case, or the claim in a civil case.
DispositionOutcome such as guilty, not guilty, dismissed, nolle prosequi, stet, or judgment.

Documents and exhibits are not in the summary. Some charges drop off the online view after expungement, shielding, or certain non-conviction outcomes, yet may stay open at the courthouse.

Public Access Framework for Harford County Court Records

Court files run under the Maryland Rules on Access to Judicial Records, mainly Rule 16-901 and the rules after it. Agency records, by contrast, fall under the Maryland Public Information Act. A judicial-record request can go to the custodian in writing or in person during open hours. The right to inspect public records is set broadly in General Provisions § 4-201, with limits where a law restricts access.

Anyone may view most court records. You can provide a case number and ask to see a file, then pay a copy fee for pages you want. Fees for search, prep, and copying are allowed under General Provisions § 4-206, and a waiver may apply when a request serves the public interest.

Note: The clerk cannot give legal advice or run a title search, so questions about meaning may need a lawyer or a court help center.

Records That Are Sealed or Confidential in Harford County

Some records stay closed without a court order or a special law. The Judiciary lists adoption, juvenile delinquency, and CINA records as not public. It also restricts guardianship that ends parental rights, certain marriage license details, emergency mental health evaluations, income tax returns, and support-case financial statements. The Harford Clerk records page adds that recorded military discharges are not public either.

A record can also leave public view through expungement, shielding, or sealing. Expungement removes information from court and law-enforcement records. Shielding hides qualifying criminal records from Case Search without destroying them. To view a restricted record, a person usually must show legal authority, party status, or get a court order. The Harford County arrest records page walks through expungement and shielding under Maryland law.
